As the director of the funding department at the Council for Development and Reconstuction, Dr. Wafa Charafeddine acts as the main coordinator for financial agreements with multilateral and bilateral donors, such as the World Bank and the Italian Government for Projects Financing. Former advisor to the president of the CDR in regards to programming and funding, Dr. Charafeddine also assumed the responsibilites of Chief Planner at the Planning and Programming Department of the council from 1985 until 2003, where she was part of various development projects such as the "cultural heritage and urban development" project deployed in five historical cities and financed by the IBRD, the AFD and the Italian Government, as well as the five-year development program for the liberated areas in South Lebanon and the Southern Bekaa Region. Dr. Charafeddine holds a doctorate and a D.E.A. in Planning from the Paris IV Sorbonne University, as well as a D.E.S.S. in Urban Design from the 'Institut d'Urbanisme de Paris', France, and a D.E.S. in Architecture from the 'Institut des Beaux Arts', Lebanon. A specialist in the field of urban planning, Mrs. Charafeddine has repeatedly occupied managerial roles in leading projects, ranging from acting as the chief planner of water and wastewater sectors, to being part of the specialized CDR team for the preparation and follow up on the elaboration of a national reconstruction program for Lebanon from 1991 to 1993, to managing the 'Cadrage Regional de Beyrouth' and acting as an urban planner for the 'Master Plan of the Greater Beirut Area' from 1986 to 2010. Dr. Charafeddine has been, since 1998, a professor of urbanism at the ALBA Urbanism Institute, and has issued various publications related to urban planning and post-war reconstruction.
