This policy brief aims at raising awareness to the strategic importance of public procurement and its key role in stimulating economic growth and competition, developing small and medium enterprises by providing access to public procurement opportunities, rationalizing public expenditure and promoting sustainable consumption and production. It proposes, based on international best practices and global trends, policy advice and recommendations for modernizing public procurement in Lebanon and achieving better value from spending taxpayers’ money. It emphasizes the importance of building human capital in this key area of public expenditure.

يتناول موجز السياسات العامَة موضوع الشراء العام أو ما يتعارف على تسميته بـ”الصفقات العامة” ، والغرض منه إبراز الأهمية الاستراتيجية للشراء في تحريك عجلة الاقتصاد وشحذ المنافسة في السوق، وتشجيع مشاركة المؤسسات المتوسطة والصغيرة، وفرض أنماط استهلاك وإنتاج مستدامة، وخفض كلفة القطاع العام. يَطرَح الموجز، سنداً لأفضل التجارب في العالم، مجموعة من التوصيات برسم المعنيّين بتطوير هذا الركن الأساسي من منظومة الإنفاق العام بهدف تحقيق القيمة الفضلى منه بدءاً بالاعتراف بالشراء كمهنة وصولاً إلى تمهين وظيفة الشراء وتطوير قدرات الموظّفين الحكوميّين من خلال برامج تدريب متخصّصة ورفيعة المستوى.
