The present report is involved in the legal aspects of Sustainable Public Procurement (SPP) and exhibits the receptivity of the Lebanese positive laws to the subject of sustainability. The main bulk of this report is concerned with the legal review of the country’s procurement and sustainability laws that may offer a legal possibility for the adoption of SPP principles, in addition to the existing procurement practices and the legal adaptations given to them. It also recommends a legal path for Lebanon in its endeavor to arrive at its SPP objectives.

يُعنى هذا التقرير بموضوع الشراء المستدام, إذ يعرض لأهمية الوعي حول أنماط الاستهلاك وارتباطها بقدرة القطاع العام على التأثير بالأسواق المحليّة. وقد أتى في سياق العمل القائم على إرساء قواعد الشراء المستدام في عدد من دول العالم، ومنها لبنان الذي اختير ليكون من البلدان الرائدة في تطبيق الشراء المستدام وفقاً لمنهج مراكش. يتضمّن التقرير دراسة للإطار القانوني الذي يرعى الشراء الحكومي في لبنان، ومدى تقبّل القوانين الوضعية اللبنانية لموضوع الاستدامة، ويخلص إلى اقتراح تعديلات قانونيّة وإجرائيّة لإدخال مفهوم الاستدامة في قانون الصفقات العامة.
