In the framework of the current efforts to reforming public procurement in Lebanon, and based on MAPS findings that showed a fragmented and inefficient institutional framework, the Institut des Finances Basil Fuleihan organized a consultation meeting with key national stakeholders for the presentation and discussion for the findings of “Imap”, an institutional mapping study conducted by Siren Associates, in partnership with the World Bank.

19 participants from 14 administrations and oversight agencies, members of the MAPS National Steering committee, took part in this meeting, discussing and commenting on the findings of the study that detected and analyzed gaps and overlaps in institutions’ mandates and responsibilities affecting negatively the performance of the system and creating high corruption risks.

It was an occasion for the experts’ team to introduce them also to a newly developed tool “Iplan”, still under testing, visualizing the procurement process and showing the respective stakeholders’ interventions across the cycle, based on the current legal framework.
Participants were invited to comment on the study’s draft recommendations contributing by that to setting adequate scenarios for the institutional set-up in line with the new public procurement law.
