As Lebanon faces a multifold economic financial and social crisis, economic competitiveness is on the decline and women-led businesses facing unprecedented challenges. Challenges to women’s economic empowerment are direct outcomes of structural obstacles of political, economic, and social nature. Formulating and implementing such policies requires reliable gender-disaggregated data, knowledge and evidence regarding solutions to increase women’s economic opportunities.

Public Procurement Law 244/2021 is a key reform that is hoped to improve financial governance, market competition, and promote transparency and accountability. But it also establishes a solid, modern, and coherent legislative framework for transforming public procurement into a strategic instrument for advancing social change and promoting gender equality.

Organized by the Lebanese Parliament in partnership with the Westminster Foundation for Democracy, the Institut des Finances Basil Fuleihan and UN Women, this roundtable brought together policymakers, legal and policy experts from Lebanon and renowned international organizations, women-led businesses, and advocates for gender equality to explore a new policy dimension of gender responsive procurement.

أعدّ قانون الشراء العام 2021/244 إصلاحاً رئيسياً لتحسين الحوكمة المالية وتحفيز المنافسة، وتعزيز الشفافية والمساءلة. لكنه أنشأ أيضاً إطاراً تشريعياً متيناً وحديثاً ومتماسكاً لتحويل الشراء العام إلى أداة استراتيجية للتغيير الاجتماعي وتعزيز المساواة في فرص المشاركة الاقتصادية.

نظّم مجلس النواب، بالاشتراك مع مؤسسة وستمنستر للديمقراطية ومعهد باسل فليحان المالي والاقتصادي – وزارة المالية وهيئة الأمم المتحدة لشؤون المرأة، هذا اللقاء لإقتراح بُعد جديد لسياسات الشراء العام المراعي للنوع الاجتماعي. شارك في اللقاء صانعو السياسات وخبراء محليون ودوليون.

خصصت الجلسة الأولى لعرض تجارب دولية ودروس مستفادة في شأن السياسات العامة والإجراءات التي تحفز مراعاة النوع الاجتماعي. وفي الجلسة الثانية، عُرضت نتائج الدراسة التحليلية عن قانون الشراء العام 244/2021 والنوع الاجتماعي.
