This report highlights the progress of public procurement reform for the period October 2022 - April 2023, based on the National Reform Strategy approved by the Council of Ministers on May 20, 2022, highlighting main reform milestones and progress on the various priority components related to secondary legislations, standard procurement documents, guides and tools, training and professionalization, and the electronic platform. 

The report also presents the various challenges facing implementation on the regulatory, institutional and operational levels and warns from the attempts to slow down the progress and reverse the reform gains. 

Prepared by the Secretariat of the Inter-Ministerial Committee in charge of following up on the public procurement reform, the report draws the short to medium term priorities to advance steadily the implementation of the reform action plan and calls for immediate and synchronized action to mitigate these risks.
