The “Public Administrations Needs Assessment Analysis for Public Procurement” analysis was conducted through the preparation a list of questions about the procurement procedures previously followed by the Lebanese administrations, the assessment of their future needs in light of the adoption of the New Public Procurement Law No. 244/2021, and the monitoring the challenges they face that may prevent the implementation of the provisions of this law at all levels. 

Gherbal Initiative conducted a field visit to 20 Administrations, including General Directorates, Public Institutions, Independent Authorities, governmental hospitals, governorates, municipalities and Municipal Corporations in different Lebanese territories, and a series of questions were asked to the employees entrusted with public procurement tasks.

نشرت مبادرة غربال "تقييم احتياجات الإدارات العامة في الشراء العام" بالتعاون مع مبادرة الشراكة الشرق أوسطية (MEPI) ومعهد باسل فليحان المالي والاقتصادي.

ارتكز هذا التقييم على مجموعة من الأسئلة حول إجراءات الشراء المتّبعة سابقاً من قبل الإدارات، وتقييم احتياجات هذه الادارات المستقبليّة في ظلّ إقرار قانون الشراء العام الجديد رقم 224/2021، ورصد التحديات التي تواجهها وتحول دون إمكانيّة تطبيق أحكام هذا القانون على كافّة المستويات.

قامت مبادرة غربال بزيارة ميدانية لـ 20 إدارة منها مديريات عامّة، مؤسسات عامّة، مصالح مستقلّة، مستشفيات حكوميّة، محافظات، بلديات واتحادات بلديات توزّعت على كافّة الأراضي اللبنانيّة، وتمّ طرح مجموعة هذه الأسئلة على الموظّفين المناط بهم مهام الشراء العام.
