Biography

Caroline Nicholas led the work of UNCITRAL – the United Nations Commission on International Trade Law – in reforming its Model Law on Public Procurement (issued in 2011). She also provides legislative and policy advice to national governments in all regions and works with many international bodies, such as the World Bank, EBRD, the WTO, OSCE and OECD on governance, strategy, and public procurement policy and practice.

Caroline also teaches public procurement law and policy at the post-graduate level in several UK and European universities. 
She is a member of the Editorial Board of the Public Procurement Law Review and has also published widely on these topics. 
She is also a Solicitor of the Supreme Courts of England and Wales and of Hong Kong and holds various governance posts.
