Description
The Capacity Gap and Training Needs Assessment (CGTNA) was conducted to support the national capacity-building process in public procurement and identify priority areas for strengthening the skills and capacities of procurement professionals and other stakeholders.
The study aimed to:
- identify gaps in the skills, knowledge and attitudes of procurement professionals across the public sector, as well as gaps in the systems, resources and capacities of procuring entities and other relevant stakeholders, that may affect the effective and efficient implementation of Public Procurement Law No. 244/2021; and
- determine the training and capacity-building interventions required at the national level, with a particular focus on the role of the Institut des Finances Basil Fuleihan as the main provider of continuous and specialized training in public procurement, in accordance with Article 72 of Law No. 244/2021.
The research and preparation of the report were commissioned to and carried out by the Consultation and Research Institute (CRI).
