Elias Helou is a senior procurement and contract management specialist with over 40 years of experience in transportation, infrastructure, and public sector development. 

He has worked extensively across Lebanon, Iraq, Jordan, Egypt, Saudi Arabia, and the United States, supporting major projects financed by the World Bank, EIB, IsDB, AFD, GCFF, and Arab Funds.

Elias previously held senior leadership roles at Lebanon’s Council for Development and Reconstruction. His earlier U.S. career included a decade of experience on major transportation and ITS projects. 

Elias holds a Master’s in Civil Engineering from NJIT and a Bachelor’s (Summa Cum Laude) from Bradley University. He is a Licensed Professional Engineer in the U.S. and Lebanon and a certified PPP professional, with expertise in procurement advisory, sustainable transport, road safety, and institutional capacity building.
