Biography

Professor Dr. Meeter Steven Van Garsse specialises in administrative law, in particular the field of public procurement, public-private partnerships, and concessions. He previously served for nearly 10 years as manager of the Knowledge Centre for PPPs (Flemish Government) and was involved in almost all major Flemish PPP projects and area developments.

He has built an exceptional network and possesses extensive expertise in administrative/public law (including public procurement/public contracts, construction law, concessions, smart cities, AI, ESCOs, circular economy, ESG, SDGs, public/private domain, corporatization, PPPs, megaprojects, privatization, municipal law, and energy).

He is a member of various boards of directors, author of numerous publications, and part of both national and international editorial boards.

For the UNECE, he played a leading role in the development of a PPP model law and is currently active in the areas of green, circular, and sustainable public procurement. On June 24, 2024, he was elected Vice-Chair of the CICPPP at the UNECE. Finally, Steven is one of the founding partners of the successful and highly regarded law firm Equator (Antwerp-Brussels-Hasselt).

Steven is lastly a professor, Vice dean, Chair CORE & Head of Research Unit Administrative Law & Public Administration at the University of Hasselt.

He studied law at the University of Antwerp and the University of Liège. His doctoral dissertation (PhD) analysed PPPs and concessions.
