In Lebanon, public procurement data is lacking at both the central and local levels of government. When available, such data is scattered and not consistent which makes adequately estimating and analyzing the economic role and impact of public procurement very challenging.
This note explains the methodology used by the Institute in an attempt to calculate an economic estimate of the public procurement size, in line with international standards and based on available national data. It aims at helping procurement stakeholders grasp its strategic importance as a key component of public financial management, as well as its role in stimulating private sector growth and ensuring an efficient delivery of services to citizens.
