The policy guidance note presents the strategic importance of public procurement as a policy instrument to achieve secondary objectives of governments and sustainable development goals in line with the global Agenda 2030.
It describes the barriers to Sustainable Public Procurement (SPP) implementation in Lebanon and how the new public procurement law 244/2021 that entered into force in August 2022, lays the foundation for the design and implementation of SPP policies and practices.
The note proposes the way forward to SPP in Lebanon based on the priorities set in the national public procurement reform strategy and the ‘SPP Approach’ developed by the UNEP in order to ensure compliance with international standards and guidelines while engaging concerned stakeholders.
