This guidance note examines emergency procurement in Lebanon, explaining its purpose and importance in times of crisis. It reviews the current legal and institutional framework, analyzes the factors that have driven reliance on emergency procedures, and identifies key challenges and risks. 

Drawing on international experience, the note highlights lessons learned and proposes practical recommendations to strengthen transparency, efficiency, and accountability. It concludes with a roadmap for improving emergency procurement practices and preparedness in Lebanon.
