This report strives to document and analyze the impact of the on-going compound crisis on Lebanon’s public institutions’ capacity to provide and offer public services; a crisis that has plunged millions of people in poverty, disrupted equal access to basic services, and paved the way for the collapse of many institutions.
The present report aims to capture and analyze:
• The level of readiness prior to the crisis;
• Its impact on selected areas (budget, public procurement, accounting and financial reporting, information technology, human resources and service delivery);
• Response measures taken by institutions to maintain services provision, and
• Priority areas of action on short and medium terms as declared by the persons in charge.
Beyond reporting and data analysis, this report hopes to transmit the voice of public administrators and public servants who are fighting amid dismal conditions to save what is left of welfare state thereof, and to provide hands-on recommendations that chart a way past the crisis. We sincerely hope that their voice will not remain unheard.
