It features the transformation process of public procurement reform in Lebanon and highlights the complex and long policy process lead by the Institut des Finances Basil Fuleihan. This process was based extensive and multi-layer consultation process in the framework of MAPS assessment implementation and the parliamentary discussions that lead to the enactment of the Public Procurement Law 244/2021.
The article highlights ingredients of success, challenges and the way forward to extend the new procurement legal framework into institutional arrangements, standardized practices, open data and social outcomes.
